How to Measure for Replacement Windows (and What the Numbers Have to Clear)
Measuring for replacement windows is three measurements, not one, and the number that matters most is not the one you write on the order. It is what is left after the new frame and sash take their share — the opening a person could climb out of. This page shows both, and what each one has to clear before an inspector signs it off.

The three measurements, and why you take three of each
A replacement window is ordered to a number you cannot take back once the glass is cut, so this part is worth doing slowly.
Measure the width in three places: across the top of the opening, across the middle, and across the bottom. Measure the height in three places too, at the left jamb, up the center, and at the right jamb. Then measure both diagonals, corner to corner.
Use the smallest width and the smallest height. Not the average, and not the one that sounds right. A window ordered to the widest measurement will not pass through the narrowest part of the opening, and the remedy at that point is a saw or a return.
The diagonals tell you something different. If they match, the opening is square. If they do not, it is not, and the gap between them tells you roughly by how much. A square window in an out-of-square opening leaves a wedge on one side that somebody has to close with trim, foam, or caulk. Knowing that before the order goes in is the difference between a planned detail and a surprise on installation day.
Openings go out of square for ordinary reasons. Framing lumber dries and moves, foundations settle unevenly, and older openings were often built to looser tolerances than a factory window expects. An out-of-square opening is not a defect by itself. Being surprised by it is.
Write every measurement against a sketch of the elevation with each opening labeled. Measure openings that look identical anyway. Sizes that were nominally the same when the house was built are frequently not the same now, and one mismeasured opening turns into a return that holds up the whole job.

Insert versus full-frame, and how that changes what you measure
Before any measurement means anything, you have to know which kind of replacement is being quoted, because the two are measured to different edges.
An insert goes inside the existing frame. The old sashes and hardware come out, the frame stays, and the new unit is measured to the inside of what remains. It is faster, it disturbs less trim and siding, and it costs less. It also gives up some glass, because the new frame sits inside the old one.
A full-frame replacement takes the whole assembly out down to the rough opening in the framing. It is measured to that opening, not to the old frame. It costs more and disturbs more, and it is the only version that lets anyone look at the sill, the sheathing, and the flashing behind the trim.
The expensive mistake is ordering one against the other's measurement. An insert sized to the rough opening will not fit inside the old frame. A full-frame unit sized to the old frame leaves a gap around it in the rough opening. Both mistakes look like arithmetic errors after the fact, and both start with a quote that never said plainly which kind of replacement it was pricing.
So ask, in writing, which one the quote covers, and ask which edge the measurements were taken to. If a quote lists a size but not the method, the size does not mean anything yet. And if two quotes disagree on price by a wide margin, check this before you check anything else, because an insert and a full-frame replacement are not the same job.
United inches: the unit the trade actually prices in
The trade prices windows in united inches, which is simply the width in inches plus the height in inches. One window at the default inputs on this page works out to 96 united inches, and the whole default job to 960 united inches. Its glass area is 15.0 sq ft, which is a different number and is not what anyone prices by.
A quote that gives a price per window hides the sizes: a small bathroom window and a large picture window count as one apiece. The Cost vs. Value Report's regional benchmark for this division works out to $2,205 per window, and an average like that is only meaningful against an average size. Divide a bid by its united inches and the sizes stop hiding.
United inches also make sense of a price gap between two bids on the same house. If one bidder priced a bay or a picture unit that the other left as a pair of standard openings, the per-window numbers will look wildly different for a reason that has nothing to do with either company. The per-united-inch numbers will not.
Ask each bidder for a schedule: every opening, its width, its height, its operating type, and its united inches. That table is the thing to compare. Two bidders who agree on the schedule and disagree on price are having an argument you can actually settle. Two bidders working from different schedules are not comparable at any price.
The opening that has to be big enough to climb out of
What matters in a bedroom is not the size of the hole in the wall and not the size of the glass. It is the clear opening left after the frame and the sash take their share, because that is the space a person has to get through.
The International Residential Code sets the escape and rescue requirement in section R310, and it is written against the clear opening rather than the window size. You should check the edition your jurisdiction has adopted and whether it amended that section, because adoption is local and the details move between editions.
At the default inputs, this page models a clear opening of 32.0 in by 26.8 in, which comes to 5.94 sq ft, against the 5.7 sq ft that section R310 of the International Residential Code requires for that opening. The verdict at those inputs is: Would pass. Change the operating type in the calculator and watch the same rough opening pass or fail, because that is the whole point.
How much gets given up depends on how the unit opens. A double-hung leaves the fixed sash in the way; a casement swings its sash clear of the opening; a slider leaves a fixed panel beside the moving one. How much each one costs you is a property of that specific model rather than a rule of thumb, which is exactly why the figure to ask for is the manufacturer's published clear opening for the model being ordered. The wall opening never changed; the product decided the outcome. That is why an installer can put a correctly sized window into a correctly sized hole and still leave a bedroom whose opening does not meet what your jurisdiction adopted.
If the room is a sleeping room, put this in writing before the order: the model number, its published clear opening width and height, and how they compare with what your jurisdiction requires. A supplier who cannot produce those figures for a specific model is not ready to take the order.
The label numbers that decide whether it qualifies
Two performance figures decide whether a window qualifies for anything, and neither of them is something a salesperson should be paraphrasing for you.
ENERGY STAR sets its criteria by climate zone, and for the zone this page defaults to they are U-factor 0.25 or lower, SHGC 0.40 or lower. Those are thresholds a unit either meets or does not, and they are stated for a specific zone rather than for the country.
So ask for the numbers rather than a description of them. Ask the supplier, in writing, for the U-factor and the solar heat gain coefficient of every unit on the quote, and ask whether they are the same on every opening — mixed specifications across one house are common and worth knowing about before delivery rather than after.
Then check the units against the quote when they arrive, while there is still a truck outside. Photograph whatever performance labels the units carry before anyone peels them, because after that your only record is paperwork somebody else wrote.
What your measurements do not tell you
Measurements describe the opening. They say nothing about the condition of what surrounds it, and that is where replacement jobs actually go wrong.
Your tape cannot tell you whether the sill is sound. It cannot tell you whether water has been getting behind the trim, whether the sheathing under it is soft, whether the original flashing was lapped the right way, or whether the framing has moved since the opening was cut. All of those are found by opening things up, and none of them are found from the inside with a tape.
This matters most on a full-frame replacement, because that is the version that exposes the sill and the surrounding sheathing. It is the moment when rot is either found and fixed or covered up for another decade behind new trim.
So look at what a quote says about the case where something is wrong. A quote with no line for rot repair is not a quote that promises none will be needed. It is a quote that has not priced the possibility, which means the conversation about cost happens on the day, with the wall open and your bargaining position gone.
The better answer is a stated allowance with an hourly rate and a materials basis, plus an agreement that anything beyond it gets photographed and approved before work continues. That is not pessimism about the contractor. It is the difference between a known unknown and an argument.
The assumptions, stated plainly

The Cost vs. Value Report's national benchmark is $22,073 for vinyl windows and $26,781 for wood, on the same job scope, which is the cleanest frame-material comparison available without our own assumptions in it. The spread between its highest and lowest regional figures is 1.19×, which is why a national number is not a local price. This page defaults to East North Central and vinyl, giving a benchmark total of $22,054.

Those are defaults we chose, not measurements we took.
What this page cannot do is tell you what a company near you will charge, or whether your sills are sound. It has not seen your house. It can give you a quantity and a rate you can trace, which is enough to turn a vague disagreement about a bid into a specific one.
Questions to take to the contractor
Each of these has an answer a competent estimator can give without checking back. Vagueness on any of them is itself information.
- Is this quote for inserts or full-frame replacements, and which edge were the measurements taken to? Ask for it in writing on the quote itself, not in conversation.
- Can I have the opening schedule? Every opening, its width, height, operating type and united inches. An opening schedule is the table that makes two bids comparable.
- For each sleeping room, what is the published clear opening of the specific model you are ordering? Ask for the manufacturer's figure for that model, not a reassurance that it will be fine.
- What U-factor and SHGC are on the units you are quoting, and are they the same on every opening? Mixed specifications across a house are common and are worth knowing about before delivery.
- What happens if you find rot at the sill? Ask for the allowance, the hourly rate beyond it, and the agreement that you see photographs before the extra work starts.
- Who is responsible for the flashing and the interior and exterior trim, and what does the finished detail look like? This is the part that gets left out of a low bid and shows up as a change order.
